1. How are Pueblo West roads currently funded?

The Pueblo West Metro District received $1.36 million in 'Highway User Tax Fund' funding from Pueblo County in 2021. This funding makes up roughly two-thirds of the Metro District roads budget and, by law, can only be used to maintain the 345 miles of roads that meet County standards. The remaining 1/3 of the roads budget is used in part to maintain about 35 miles of road (mostly dirt roads) that have not been constructed up to County standards. The remaining 20 miles of roads have not yet been constructed, and are to be constructed by future development in those areas to County standards. 

2. Who is responsible for road maintenance in Pueblo West?

RIGHT NOW... The Pueblo West Metropolitan District maintains all roadways in Pueblo West (except Highway 50)

BY NOVEMBER 2026... Pueblo County will resume maintenance of most roads in Pueblo West. 

In November 2021, the Pueblo West Metro Board of Directors voted to return road maintenance to Pueblo County. This was after presenting to Pueblo County in early 2021 with the issue of a lack of funding the Original Roads Intergovernmental Agreement (IGA) guaranteed to Pueblo West. Pueblo West requested that Pueblo County either 1) renegotiate the IGA to guarantee funding adequate to provide the same level of service as the remainder of unincorporated County; or 2) begin termination of the existing IGA. The County elected to receive the roads back in 60 months (5 years) or less.

3. Why are the roads so bad in Pueblo West?

Time and increased usage. Pueblo West's population increased 600% since 1990, and road usage has followed suit. Many roads were also built before 1990, many between 1960-1980. Roads begin to degrade after about 20-30 years, and most roads are far older than that. This combination has resulted in the Pueblo West roads department playing a game of perpetual catch-up to maintain roads. This is why the Metro Board voted to return road maintenance to Pueblo County, effective by 2026.

4. What information do I need to provide when reporting a service request?

When making a service request, specify the problem, location, address, your email address so we can follow up with you, and attach a photo of the issue if possible. 6. How do I report a pothole?

If you spot a pothole or other damage to paved or gravel roads submit the pothole using the Pueblo West Metropolitan District's MyPuebloWest system on our website at www.pueblowestmetro.com/mypueblowest. It is important for you to be as specific as possible when providing the location and provide your email address for follow up. Photos are also very helpful.

7. How do I request maintenance on my gravel road?

8. Will my gravel road be paved?

Your residential gravel road most likely will not be paved. Roads that have less than an average daily traffic volume of 200 would not be paved. If you believe your road is meeting a 200 average daily traffic volume because it's becoming built-out, you can reach out to our Engineering Department at 719-547-9801. 

9. Can chip seal be installed on my gravel road?

If budgets allow the District has the ability to install a very limited distance of chip seal road treatment over gravel each year. 10. Cars on my road are creating excessive dust. Can you eliminate the dust?

If budgets allow, the District has the ability to install Magnesium Chloride Dust treatment on gravel roads for only a few miles per year. The roadways receiving dust treatment are chosen based on a series of factors but especially those with the highest daily traffic volumes. 11. My asphalt road is badly cracked. How can I get my road overlaid with a new asphalt surface?

The District has not had a pavement overlay program in many years because of District budget restrictions. If funds are budgeted roads will be overlaid by deterioration priority. 12. What is the Pueblo West Streets and Roads Snow and Ice Removal policy?

Snowplows will generally begin plowing snow when it reaches a depth of approximately 1 inch. Priority routes have been identified based on traffic volumes, functional classification, emergency and school routes. Roadway ice problems are typically addressed by the application of a sand and calcium mixture. View our official snow removal procedures for more information.

13. How do I report a malfunctioning traffic or pedestrian signal?

14. How do I report a tree, shrub or other objects blocking a street sign?

15. How do I report a missing damaged, missing or vandalized street name sign?

16. How much does it cost to fix a road?

Manpower and materials add up quickly. With a $2.3 million roads budget in 2021 and almost 400 miles of roads, the Metro District has tried to stretch every dollar.

Some cost examples: Paving one mile of road costs an estimated $1.1 million; Crack sealing every three to five years costs $20,000/mile; Chip sealing (laying of an oily, rocky adhesive to delay road degradation for 5-10 years) costs about $95,000 per mile.

17. What doesn't the Streets and Roads Dept maintain our gravel road consistently?

The Pueblo West Streets and Roads Department has limited resources to maintain the 400 miles of graveled and asphalt/chip-sealed roads within Pueblo West. With only 12 staff operators and 3 motor graders, the Streets and Roads Department implements a priority system that addresses the most immediate needs first, such as issues of Public Safety, and then each additional need based on severity and impact.
