Putting together a land development project is a large undertaking that requires significant planning before any dirt is moved. Interestingly, much of the activity happens before you ever actually see dirt moved by a shovel or backhoe. Developers must concentrate on securing funding for the project, hire architects, engineers, builders, and determine the best path to permitting the work. In the midst of that are the local land use and building requirements for the developer to understand what parameters they have to work within, such as the zoning of the parcel, where the access will be located, the topography, and how that will affect drainage. Other determinations include where to store the storm water, the quality of the soil, the number of parking spaces required, and the setbacks of the structure from the property lines; and all of these items are just some of the preliminary considerations.
In the Pueblo West Metropolitan District, we want to make that process easier where we can and consolidate the needed work for those who want to invest in their properties. We provide a commercial development review meeting twice a month for all commercial, industrial, and multi-family projects. The meeting aims to bring all relevant parties together at one time and provide the development team with the guidance they will need to move a project forward.
The meetings include Pueblo West Metro District representatives from Community Development, Engineering, Public Works, Utilities and Fire. In addition, representatives from Pueblo County Planning & Development, Pueblo Regional Building Department, and relevant utility providers including Black Hills Energy, San Isabel Electric Association, Xcel Energy and Colorado Natural Gas also are in attendance. Prior to development, we ask that a team submit a site plan and letter of intent, and we distribute it to the review team prior to the virtual meeting at which issues are discussed.
We have received tremendous feedback from project prospects on the process, as it streamlines what would normally be a handful of different meetings with different entities that would require considerable time to complete. As a project takes shape, a change in one area often might require retracing steps and making alterations to previous decisions, which would require additional meetings with those you’ve already met. In 2021, we already have reviewed more than 30 development projects. The projects have ranged from those preliminary in concept to those at the starting line waiting for the green light.
