Signs, Signs, Everywhere Signs

People post signs in the right-of-way, at intersections, and at high-traffic corners adjacent to busy stores and shopping centers. In Pueblo West, like many cities and counties in Colorado there are guidelines for how, when, and where signs can be posted. The term, sign, covers a range of mostly advertising posters made of cardboard or corrugated plastic and mounted on a steel fire frame. These signs include advertising for garage sales, political campaigns, and restaurant specials; signs are used to alert people to who, what, why and when in our community.

The Declaration of Reservations for Pueblo West state the following on page 5:

               “Advertising:  No sign, advertisement, billboard or advertising structure of any kind shall be erected or allowed on any of the unimproved lots, and no signs shall be erected or allowed to remain on any lots improved or unimproved except as expressly provided in the Uses Permitted paragraph of the particular type of land use area, provided, however, that a temporary permit for signs for structures to be sold or exhibited may be first obtained by application to the Architectural Committee.  The Architectural Committee may approve the location of these signs within the front setback of the lot.”


Signs are allowed with size and number limitations specific to the zone that the property is located.  The easiest way to find out what kind of signs you can put on your property is to refer to the Declaration of Reservations located on our website http://www.pueblowestmetro.com/185/Declaration-of-Reservations.

 

As we approach the November 2018 election, political signs will become more prominent around the community. Political signs are restricted and directed by Pueblo County Planning and Development and enforced by the Pueblo West Committee of Architecture. However, there are some exemptions. When a special, primary or general election has been scheduled, typical political signs such as “Vote For John” and “Vote ‘Yes’ On #2” subject to the following limitations:

In an A-1, Agricultural, A-2, Agricultural, Business, or Industrial Zone District, no sign face shall exceed thirty-two (32) square feet.  In an A-3, Agricultural, an A-4, Agricultural, or any Residential Zone District, no sign face shall exceed six (6) square feet.

The sign is not animated and not illuminated.

The sign is not established sooner than ninety (90) days prior to the first scheduled primary, special, or general election date and is removed within twenty (20) days after the final special or general election date.

Signs may be placed in the immediate vicinity of precinct caucuses and county assemblies, only on the day of the event.  Signs shall be removed within 24 hours of those events.

Signs in all zone districts shall meet setback requirements for accessory structures.

 

Additionally, there are prohibited types of signs. Portable, wheeled, or mobile signs or advertising devices except for operable and licensed motorized vehicles and licensed trailers used in the pursuit of regular day-to-day business having the name of the permitted use and service(s) offered or the name of the permitted used for hauling of materials, equipment, and/or merchandise.


Banners, flags, and other unapproved signage from retail businesses for things like buying houses or restaurant specials are being put up along roadsides and in medians.  We receive numerous complaints about the clutter that is being created with this type of advertising.  Business owners need to be sure they have contact the Community Development Department or the Committee of Architecture to be sure their signage is being placed in appropriate locations. It is okay to put up a garage sale sign advertising your weekend sale, just be sure to remove it once your sale is complete by the end of the one to three day time frame.
